filebase skill: the FileBase API, DIZ handling, adding a dir
New skill for scripts that list, add, update or remove files in a file
base: the FileBase class and its file metadata object, how add() treats descriptions and FILE_ID.DIZ, the filename rules and length limits, the directory object and its settings bits, and addfiles.js. It also covers
adding a directory by editing ctrl/file.ini, that remove() leaves the file
on disk unless told to delete it, and that the web server only acts on ctrl/recycle while it has no sessions running.
