docs: move the sexyz change log out of the packaging directory
A change log is user documentation, so it belongs beside the manual it accompanies: docs/sexyz.txt has been the sexyz manual all along, and
docs/ is where the other per-component documents live. Being under src/sbbs3/sexyz_release put it where only someone cutting a release would
look, and left the archive as the only way to read it.
The cut script now takes it from docs/, the way it already took
sexyz.txt, so the archive still ships it.
